COORDINATED ENTRY
One Roof operates and oversees the Coordinated Entry (CE) program for Central Alabama. Coordinated Entry is a HUD-mandated program designed to provide easy access to homeless services, quickly assess the vulnerabilities of persons seeking assistance, prioritize persons with the highest needs and vulnerabilities, and appropriately refer individuals and families to service provider agencies within the community. The CE program utilizes the Vulnerability Index-Service Prioritization Decision Assistance Tool (VI-SPDAT) to measure individuals’ and families’ vulnerability to housing instability and continued homelessness.
Coordinated Entry is also the home for a dedicated 4-person Street Outreach Team. These team members provide essential, life-supporting emergency services and case management to people who are unsheltered, living outdoors, or are otherwise living in places not meant for human habitation. As part of the larger CE team, One Roof’s Street Outreach team works to move persons experiencing street homelessness directly into shelter or permanent housing.

One Roof and the CoC conducted the first annual evaluation of its Coordinated Entry System in Spring 2022 as a quantitative evaluation. In 2O23, One Roof and the CoC used two methods to gather data and elicit comprehensive feedback on the Coordinated Entry System including a qualitative evaluation through conducting focus groups of stakeholders along with a review of the current Coordinated Entry Policies and Procedures (CE P&P) by the Coordinated Entry Advisory Committee. The proposed plan is to alternate between quantitative and qualitative studies every other year in order to thoroughly survey clients currently housed as well as people experiencing homelessness, housing partner agencies, and community organizations that serve people experiencing homelessness.
The evaluation reports seek to answer the questions and provide recommendations for how One Roof, the Coordinated Entry Advisory Committee and Workgroups, ad the CoC can improve the efficiency and effectiveness of its Coordinated Entry System.

in 2023, One Roof and the Continuum of Care hosted a series of Community Listening Sessions to discuss the Coordinated Entry (CE) System. There were a total of six listening sessions geared towards different populations to receive a variety of feedback from the community. The report outlines the feedback and recommendations from the Community Listening Sessions to be completed by the Continuum of Care and One Roof Coordinated Entry staff.

One Roof provides central Alabama with a dedicated social worker who assists individuals experiencing homelessness, as well as men and women exiting the prison system, with applying for Supplemental Security Income and Social Security Disability. This program is called SSI/SSDI Outreach Access and Recovery (SOAR).
SOAR is a program designed to increase access to SSI/SSDI for eligible adults who are experiencing or at risk of homelessness and have a mental illness, medical impairment, and/or co-occurring substance use disorder.
